That said... there's 'accessible' and there's 'accessible and comfortable'.
We appreciate there are many reasons for needing a wheelchair. On each tour's dedicated web page we provide detailed descriptions of potential obstacles (cobblestones, inclines and kerbs and so on).

Yes. If you’re willing to brave the rain, we’ll be there too.
Our policy is that you provide xx hours’ notice of cancellation. That said, if you want to cancel with less notice please just call us. We have no desire to force you round the city, cold and wet and can usually sort something out.

So long as they're comfortable with other dogs, busy streets and don't have a habit of excessive barking, they're perfectly welcome.
You'll know your dog well enough to decide whether they're suitable to come along, among other people and potentially other dogs.
The tour material is clearly written, but unlikely to be of interest to children under 8.
That said, you know your children best. Should you wish to bring your precocious under 8, we’d be delighted to see them there and do all we can to help ensure they enjoy the experience.
